Dann's command line outlining system

I think Dann mentioned several times (but not very recently) a note-taking or outlining application he uses that is command line based. I can't remember the name of it. Can anyone help?

On a related topic, I saw an announcement on Linux Today that Tomboy (currently a Mono application) is being rewritten in C++ http://www.linuxtoday.com/developer/2009040801035NWDVRL
