seems like the only distro to only have kde 3.5.x exclusively .

Etch might be old in release numbers for packages, but they're patched quite regularly for bugs and vulns. But I wouldn't put it past the Debian team to stick with the ultimate version of the 3.x tree for KDE. They might have the option in another repository for 4.x if they do decide to let people test it. Debian "stable" has always been a very conservative tree.

KDE 4.2 is in the testing directory. The rest is pretty much updates. Slackware maintains backwards compatibility as much as possible with their point releases for said version. Expect bigger changes moving from 12.x to 13.
Right now I am moving over to current because I'm that badass.
