Oh. I'm not using display:none anywhere except on the form, so I
misunderstood. I'll still look at setting the border color to match
the background.

I'm inclined to agree, which is why the "submit" button is the only
foreground image. I did have a separate background image for the
"refresh HAMPTON ROADS" text at top-left, but dropped that in the
belief it was not semantic. I could go either way on putting a brand-
related link in the foreground, I guess that can be a second question
to the whole list. Detach the "refresh HAMPTON ROADS" text and make
it a foreground link?
