[Wsuug] Microsoft Backtracks on Standards in IE8

It's not really worth debating. It would've been nice if they had been able
to figure out a better solution to the problem, but I using a meta tag isn't
that big of a deal. It would be a pain on sites that aren't dynamic, but all
of mine just pull in one header file, so its a pretty easy task to add their
special meta tag in.
