I work on gov't contracts... we've got this great thing called 508
compliance... which means "welcome to 1998!"  even mentioning
javascript/ajax/even CSS will make people cringe in these situations...

the moral, not all gov't websites look like crap because their old...

P.S.
just my experience... had a recent 'scrap' with someone over 508 and the
venom is still fresh.
