It seems development died about almost 2 years ago, but is kept alive by 
http://www.kompozer.net/

I've used it myself, but honestly, I'm not too fond of wyswyg editors, I 
prefer jedit, vim or bluefish.

Of course there is also amaya.  http://www.w3.org/Amaya/  Talk about a 
long development process to get something useful!  Now of course, it's 
been over 6 months since I looked at it so maybe I'm sticking my foot in 
my mouth.
