Dave, we often like to converge on someone's house and give out a helping
hand.  Perhaps we can set a date for you.

If SWAT is not working for you, make sure the service is turned on in
/etc/xinetd.d directory (I think that is the make of the directory). 
There should be a file in there called swat.  Edit this file and make sure
the service is not turned off.  If it is, turn it on (this will be pretty
evident how to do this) and then

killall -HUP xinetd

I believe is the command

This should enable swat, unless there are some other configuration issues
that need meeting.
