[Sig] Significance of "chkconfig: 345 17 83"

I'm going through the exercise of reviewing all the processes that are started automatically in my Mandrake 7.2 system. I started by running chkconfig, now I'm going through it's output and looking up each script just to get a better idea of what it does. I'm also recording some information, like what the script does, sometimes the names of the configuration files, and sometimes other stuff.
Most of the scripts (maybe all) have something like this in them: "chkconfig: 345 17 83". Anybody know the significance of this, and is it worth recording for future easy reference?
I've been fooling around with my system in various ways, starting and stopping services and scripts, and for the last two days the performance has been significantly worse. (One other thing I did was spend some time in WindowMaker.) I''m looking at top often, and I see nothing unusual, in fact, I'm operating with only a few konqueror windows open. Anybody have suggestions on performance related factors to check other than those shown on top (like CPU and memory usage (system and user), and load average (tasks waiting))?
