What you need has probably been done before and all you need is someone
to tweak an existing package as opposed to "writing you a web site".
You could probably use Wordpress to do what you want very easily.
The money involved will be in skinning the software. I know a woman out
your way who does a pretty good job (check out my blog at
www.linuxnj.com) but you can always outsoruce it cheaper to India. :-)
On going maintanance is usually just security upgrades and you should be
able to do that yourself.
Most hosting packages provide you with numerous packages; I
recently moved over to hostgator for ~$10/month and I've got choices of
easily 30 different packages ranging from blogs to discussion boards to
image galleries, etc.
