Do you have other USB devices connected and working?  If you type lsmod at a
console do you see any entries like uhci_hcd or ehci_hcd?  I believe those two
modules are related to USB.  If you run dmesg right after you plug in the mouse
it should give some info about a new connected USB device.  If you don't get
that then perhaps USB isn't enabled in the kernel or where else it has to be
turned of for Suse.
