Let me rephrase. Just creating the directory does not cause the problem
initially. But, if you copy the startup directory to the desktop,
then delete it as per the process and create a new directory at a later
date and name this startup you cannot delete this directory in the
normal manner. You have to go through the above process.
Somehow some link remains behind that any directory on the desktop that
is named startup assumes some of the startup directory qualities.
Thinking more on the subject it would seem that whatever mechanism that
when new users are created links their startup directory with the
startup directory in the All Users and Groups is being applied here.
While I have not tested this yet, I suspect if you copy the startup
directory to anywhere else on the system you would get the same results.
