In Vim, they're called "marks."  You can have a many marks across many
files, and these marks can persist across many sessions.

Emacs does this via "rectangles."  To insert something on each line of a
rectangle is something like M-x string-insert-rectangle C-m string C-m,
which you could of course give a easier keybinding if you waned to use
it more often.
