What kind of camera is it? I might be able to suggest workaround.
On my cheapo camera, I can turn the flash off and can get an exposure 
long enough to take a decent night shot. Requires a tripod, but it 
works. I keep a tiny cheap tripod in the camera bag.

My *good* camera isn't digital. To get decent digital pictures, I spend 
a lot of time tinkering.
