Interesting!  Well, I don't really mean that, my heart goes out to everybody 
affected by the flooding, but it does spark a question (or more):  The Army 
Corps of Engineers has been doing flood control projects throughout the US 
for the last what, 100 years?  (Of course, that didn't help the people in 
Missouri and wherever affected by the Mississippi flooding a few years ago.)  
But, what's going on:

   * are those flood control projects ineffective
   * have they not been done on the Lehigh and Delaware
   * has (uncontrolled?) development interfered with those projects
   * are they not maintained
   * are the rains in September and now exceeding the design parameters (the 
100 year storm or whatever they designed for)?
