Bingo!, Martin, that's exactly what I'd be looking for, except for one thing. 
My properties page lacks an Environment tab.  See:

for what my display looks like.  Seems I remember from W2K that mmc had a
"show advanced view" option, but it's not evident in the XP version.  That 
may be blocking the tab, but I don't think so.  I wonder if XP-Pro differs
from other XP versions in this respect?

Then again, maybe I'm missing something in following your instructions.

In the Management Console, go to Local Users and Groups, Users. Bring up
the properties window for the user you want to lock to a certain program
and go to the Environment tab. You will find what you are looking for
there.

When that user logs in, the program will start. When the program stops 
(even if it crashes) the user will be logged out. There are hacks/work 
arounds that allow the user to do other things. Careful editing of the 
system security policy can help here - but - it's never 100%.
