[Lvlug] Update to bandwidth issue

I ran a myriad of programs to test the bandwidth, but most of these are
just reporting the bandwidth we should have, not what is available. The
bandwidth reported hovers between 96 to 100 mbs.
I ran an application called pipechar which is supposed to weed out bottle
necks and it appears there is a problem.
Pipechar from one building to the server at the other shows a fat pipe all
the way through. Running pipechar from the other building back shows a
bottle neck going down to 5 mbs at our main router. So the bottleneck
appears only in one direction.
A 65 mb file copy from my linux box at the main building to my laptop at
the other building takes about 10 seconds. Copying the same file back to
the Linux box takes almost 2 minutes.
Clearly there is a problem. I have checked the switch and router
configurations and everything seems fine. I'm still digging.
