I had called the FCC and you are right about them not touching at issue
what so ever.  I have however contacted the Better Business Bureau and
am in the process of filing a complaint against ProLog.  I researched to
see if any other complains have been filed and not one has.  I find that
really hard to swallow.  If anyone is interested in possibly joining the
crusade to tackle a P.O.S. isp just let me know.

I believe that other ISP's are supposed to be allowed to use the entrenched cable provider's cables but what has happened is the same that is happening with DSL: Other companies are allowed on but for some reason there are significant enough problems with customers complaining about outages and lost cable TV.  The piggy backing ISP then has to go through the incumbent cable company for technical repairs who then turns around and blames the problems on the ISP. So customers are left without cable internet access and even without cable TV for weeks at a time.
