[Lvlug] Resolution for Windows TcP problem

It appears there were two problem sections in the registry. Both sections 
were in HKEY_Local_Machine\System\CurrenControlSet\Services.
There were 10 strings in Winsock2\Parameters\Protocol_Catalogs9
\CatalogEntries that started with a 69 instead of a 43 like the other 
machines. The value of these strings seemed to be left-over remnants from 
Fortress-101. I deleted all the 69 strings and renamed the remaining keys 1 
through 9.

The other problematic section was VxD. Try as I might, I could not find the 
discrepancy here. I exported the entir VxD from a working machine into the 
non-working one and the internet and telnet worked. I re-imported the 
original settings and they stopped working. I went through line-by-line and 
compared each setting but could not find the problematic discrepancy. The 
only differences were some values for dhcp (which was not being used on the 
workstation) and the computer name.
