I have taught in the government "public" schools and there
is a powerful NEA-sponsored lobby for gradeless and esteem-
protecting practices which remove consequences for failure.

I have also taught in government and Christian colleges and
was shocked to discover what HS grads from government
schools were allowed to call acceptable writing.

There is, in fact, a huge emphasis on political 
indoctrination and social engineering versus essential 
education, it is undeniable.

When I teach American Federal Government I have to also
teach American history because no-one knows it from HS.

The failure of students to learn is a failure of teachers
and administrators to require them to learn.

Giving a HS diploma to someone who has not acquired the 
knowledge that justifies that diploma is fraud as well as
child neglect.
