[Linux4christians] Setting permissions on /proc/bus/usb/*

I'm using Kubuntu Dapper and every time I switch my scanner on I have to 
manually change the group/permissions on /proc/bus/usb/001/002.

Is there a script that will do this (not for boot - but for 
'hotplugging' (which has been superceded by udev[?])?
Apparrently Kubuntu doesn't supply the scripts that the sane package 
says exist.
