Well, since I'm using the ifp software, I don't really have visibility
to any conversion happening.  I was under the impression that it was
just copying the file.  The formats supported by the ifp-7/800 series
are mp3, ogg (only bitrates 96-225 kbps at 44.1 kHz), wma, and asf.

Ok, I just took a very quick look through the ifp C code (it's open
source).  It reads the file into a buffer,  a usb_control_msg, and then
a usb_bulk_write of the buffer.  I didn't see any sort of conversion
occurring.
