Sorry about the confusion.  I personally do not
use that phrase in normal discussion, but used it
on this list only because that's the phrase used
with regard to the GPL to describe the difference
between free as in something for nothing (i.e.
free beer to a lost person) and free speech and
we're all pretty familiar here with the GPL.
