libdvdcss is the secret decoding library to decrypt encrypted DVD
movies.  You know the one that got some news site shut down because he
posted a link to the project.

for this reason most distros dont include it by default but some have it
as an add-on.  that's what the other post is telling you.  how to add it
onto your ubuntu repositories but If you dont have some net connecton
you'll have to manually search through the repositories to find it.
That just plain sucks.

There is a reason synaptic/apt was invented and yes it is network
centric but it makes life much easier.  I remember when I did not have
fast connectivity and installing new software under Linux really sucked.

I'd even go so far as to say if you don't have a 'net connection at all
you're just going to have a lot of headache with little to show for it
when it comes to installing new packages.  It can be done but it's no fun.
