Package selection is difficult.

Half the fun is finding out that you haven't found out about a great
package that does what you need.  I find I have to listen to others,
and then try the package, and include or exclude it from my list.

An unfortunate name, of course.  Raises the hackles in the context of
church work ... but it is quite feature rich and stable.  A conflict in
terms?  ;-)

Try lyx ... it is a document processor, not a word processor, and I
would imagine that there might be a learning curve for the person who 
has to design the document template for the bulletin, but once done it
works well.  I use lyx for most of my document processing needs.  I use
Abiword for word processing.
