I am all for everyone having broadband. As you know broadband opens a world of possibilities. I use my broadband connection for much more than just surfing the Internet. It has revolutionized many things including phone service.
In any case, it is no secret that Obama loves technology. I am not surprised that he would want to see everyone in the USA have the ability to have broadband. He knows, like many of us do, that there are many benefits from it.
How he accomplishes that idea of universal broadband access, and whether it will be important enough to remain on his radar is anyone's guess. However, if I was to speculate I would imagine that one could give incentives for cable companies (or others) to put broadband in remote areas. One could also pay people to run the networks to remote areas; an idea like the 'New Deal' but instead of just roads and such it would involve technology.
I feel pretty confident that based on his many statements that he will propose numerous ideas to get people working again and reduce our dependence on foreign oil. I believe that he will try to initiate a plan very much like the 'New Deal'; maybe calling it 'New Beginning' or 'New Hope' etc. But I think it would fit in with his other goals of increasing jobs, reducing dependency on foreign oil, etc.
Obama has a podcast (video cast) where he speaks of these ideas. You can view them for yourself rather than having the media tell you what he said. With the Internet you can even verify the veracity of his ideas and any historical precedence to their future success or failure.
